SeaPort-e is a Set of Multiple Award Contracts and the Navy’s electronic procurement platform to acquire support services in 22 functional areas listed below. The SeaPort-e website ( provides The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corps, and the Defense Threat Reduction Agency (DTRA) an effective and standardized way to solicit offers amongst 1800+ SeaPort-e IDIQ multiple award contract holders. This web portal is essentially a commercial off the shelf system (COTS), allowing for secure and automated procurement processes that improve processing time. The intuitive interface allows program managers to take advantage of the numerous reform initiatives including award term contracting, reverse auctioning and electronic signatures. The SeaPort-e marketplace provides an efficient paperless and secure environment to solicit, submit and evaluate proposals.
